It's a +1 from your opponent's Hand, meaning it'll either make the game impossible to win for your opponent or set up an ungodly DW Swarm(assuming it backfired on you).

got another one:
when dealing with fusion monsters, does degenerate circut go off normally and remove the monster from play, or is the monster sent back to the fusion deck since the hand was not where it was being returned to? (ex. compulsory evacuation device, penguin soldier, ect.)

Since the fusion cards never actually return to the players hand Takkun they won't beh removed from play beh Degenerate Circuit
