if tribute doll is used for dark magician/red eyes can u still use dark magic attack/inferno fire blast, i'm pretty sure the answer is no, but i wanna check...

There isn't any reason you can't. If you're talking about the no attack clauses. Well like other cards if it's on the same turn it doesn't matter, like you can soul exchange for a monarch, then soul exchange your opponent's other monster for the effect of tribute doll to summon say dark magician and then activate dark magic attack.
That's actually a fun-sounding combo too. ^.^ ::keeps mental note::
