no, you still have to discard as an effect, you just can't discard as a cost, in otherwords you can't activate tribe-infecting virus, lightning vortex, raigeki break, etc while goblin of greed is out but you can still activate morphing jar, card destruction, graceful charity, dark world lightning, dragged down into the grave, mirage of nightmare, etc.

The difference between discarding as a cost and as an effect is as follows. (hope your nto to noob to figure this out)
COST- Discard one card from your hand to destroy all face up monsters on your opponents side of the field.
EFFECT- Destroy one face down card on the field. Discard 1 card from your hand.

i knew that samo, GoG didn't specify "as a cost" on the card and i didn't know a site to find the rulings other than upperdeck, n they suck
